9 This calls for a mind with wisdom: the seven heads are seven mountains on which the woman is seated; 10 they are also seven kings, five of whom have fallen, one is, the other has not yet come, and when he does come he must remain only a little while.

The First Three Kings of Revelation 17
Each king challenges God-Himself, by saying, ‘Who is the god that can deliver you out of my hand?’ These first three kings are three of the six shadows of the Man of Lawlessness who is to come.
First King of Revelation 17: Pharaoh, King of Egypt
1 Afterward Moses and Aaron went and said to Pharaoh, “Thus says the Lord, the God of Israel, ‘Let my people go, that they may hold a feast to me in the wilderness.’” 2 But Pharaoh said, “Who is the Lord, that I should obey His voice and let Israel go? The Last Four Kings of Revelation 17
None of these are named by name in the Bible, but they are prophesied about in the Bible. God revealed the Last four Men of Lawlessness to the last Man of Lawlessness that was named in the Bible.
